Why do I have a black screen with only a mouse pointer at startup?

Windows Central Question

Black screen with only a mouse pointer at startup

I just downloaded Windows 10 on my other laptop - a Lenovo with i5 processor. It previously had Windows 7. I restarted the computer, and now all I have is a dark screen with a mouse pointer. How do I get past this screen?
