Why am I unable to go to the start page after downloading Windows 10, Windows will not open?

Windows Central Question

Unable to go to start page after downloading Windows 10. Windows will not open.

Downloaded Windows10. Was asked to uninstall HP safety and registration after download, then was requested to restart laptop. Clicked yes, laptop shut off came back on but only went to HP screen and stopped running.
