First things first. When experiencing problems such as this, it is best to make sure that scrolling with the mouse or touchpad is working in other applications.
IF the mouse and touchpad are scrolling in other applications, then it could possibly be an issue with the particular browser you are using. You didn't say which one, but out of 12 browsers I have installed (for testing website rendering), I've noticed that 4 of them force me to place the mouse cursor on the scroll bar and drag it down in order to scroll in Windows 10, because they are not completely compatible with Windows 10's way of doing things.
IF the mouse and touchpad are NOT scrolling in other applications, then you need to head to your manufacturer's website and download new drivers for your device, specifically all the Windows 10 drivers, and get them installed.
