Windows start menu and apps do not work?

So clicking on the start menu does nothing, pressing the windows key does nothing, the store app that was on the task bar is gone and right clicking where it was does come up but doesn't know what program it is just asks to unpin from task bar. Right clicking the start menu does give me options for cmd run shut off and all that good stuff. Tried powershell and tried starting application identity from services.msc which doesnt solve it either. Not sure what else to try and using a samsung laptop.

I had and I guess still have the same issue.

None of the solutions I found worked. So I got in touch with a tech support and the first level of tech was not able to fix it.. They escalated it to a level two tech. The tech took about 3 hours to fix my computer. He had to re-download the operating system (windows 10). So after it finished, I tried it and it worked! I was so happy, that I went ahead and fixed my settings. I linked my outlook email account with the computer through Account settings. I decided to restart my computer to make sure everything is working as it should be. To my surprise... the problem persisted and came back. If I recall, I also linked my outlook email and restarted my computer couple days after, and that's when it stopped working. Coincidence?

Let me know if you linked your email to your computer because that could be the root to everyones problem..
