Am I the only who noticed the missing features in Win10?

Windows Central Question

I mean, sure, there a lot of things they say that are coming soon, like extensions on Edge and stuff, but there are two features they spoke off who never made it to final cut and MS been silent about them: Spotlight and recommended
In Build (and ignite, I think), they showed windows spotlight, a new lockscreen app that would be pretty amazing. That was showed in build 10150 back then, but RTM does not include it, nor is it in the store. Same goes to recommended apps in the start menu. I mean, where are those? Anybody knows?

Spotlight is available for Windows 10 Home users (and enterprise apparently) but not Windows 10 Pro apparently...
as for recommended apps in the start menu, I haven't seen it either
