Pc starts when mouse is moved

Since downloading Windows 10 inspite of shutting pc down any mouse movement starts pc up again. How can I stop this ?

Check your settings and see if you have hibernation set instead of turn off the computer when you press the power button.

I checked my settings and it says shut down. Still have the same problem. Is there a solution ?

It's not hibernation, your PC is going off to sleep. Any mouse or keyboard input would wake it up. How are you shutting down your computer?

It's possible it may be related to your mouse settings, but I'm not sure... Someone with more knowledge may be able to help. I have never come across this before.
