Can I get some help with a reset problem?

eset problem

i was using windows phone 8.1 on my device..i got some warms in my brain to check windows 10 build version so i updated it to that version...many of appication were not working so i just googled and find if i reset my phone all features will run.so i reset it.in between the reset process some error occured and phone showed ! mark..so i hard reset it ..now after the hard reset phone shows the sad emoji and restarting every minute..what should i do now....please help or tell me if i go to service centre they will help me or not???

You need to use the Software Recovery Tool. This will take it back to 8.1.
