Why do you need to add the region on the Nokia 640 XL?

Why do you need to add the region on the Nokia 640 XL

I have the 640 XL and I live in Portugal but I set my Region to UK. Do you know if they will incur charges for roam as my sim 1 is a Portuguese sim and that's the one I use for data. I don't have roaming turned on, so I am guessing it won't.

The reason I set it to UK is so I can use Cortana, its not available in Portugal at the moment

No I don't think you will get charged "extra". To much to write, but It should not
