Cortana is completely silent. How do I fix that?

I followed all online guides that I've found and almost all of them assumed that it was a problem with Cortana's sounds being played on the wrong playback device. However, I have disabled all playback devices, except for the headphones which I'm using and Cortana still has no voice and no sounds. I tried looking through Cortana settings and audio settings but I haven't found anything which could be causing the silence. I also tried switching between PC regions, languages, and voices but nothing worked.

Are you sure your Media + Apps volume is up? Can you hear music and other sounds? This is for the Windows Phone version of Cortana, correct?
