Why, when I try to change my folder icons, do I get different lists?

I use different folder icons for different projects, often with shortcuts. (I use right click, 'properties', and 'change icon'). However, when I try to change the icon, I get different lists and sometimes the one I need is unavailable - all rather frustrating. There is indeed a browse button, but I am not sure how to use this (i.e. where I can find the right icons). Can you help?
