Why is it that when I go to Settings>Update & security>For developers it crashes to the Start screen

Why is it that when I go to Settings>Update & security>For developers it crashes to the Start screen

When I first installed Windows 10 Mobile I am able to go the the for developers section of the settings app to turn it on to developer mode. Once I select that and restart my phone when I go back to the for developers section in the settings app it will crash to the start menu and the action center will begin to blink. Then I can no longer access that part of the settings app
