Can't send Text Messages with Photo

Have Lumia 928 Verizon on Windows 10 build 10166 all was fine. Short story, wife had to replace her iPhone she went to Best Buy got new, BUT they by mistake deactivated my Windows Phone, 2 hours later after I found out what happened we went back they tried to fix but wasn't able to they called Verizon store and told us to go there they will install new sim cards in both phones and fix account.
Now 2 days later I can't to send or receive a text message with photo, was on with Verizon tech support over 3 times they don't know what to do?
Any ideas or help would be great
