Why isn't phone starting?

why my phone is not starting?

I downloaded win 10 update 10512... when I clicked on restart my phone i got off. after that it is not restarting. the setting circels are rotating and after some seconds the sign like this ":-(" appears. so nwhat should i do?

Sounds like a blue screen. You need wprt if Your device is not starting
