Why can't i downgrade back to windows 7 from 10?

I have windows 10 and when i go to setting to downgrade and click go back to windows 7 it says Remove new account I dont have any account I am useing administrator and if i try and make a new user a window pops up for me to make a new account then close so i cant make a new account or user plz help.
