Windows Central Question

I'm using an ASUS X550C with (allegedly) 6Gb RAM and under 8.1 it used to max out a fair bit (at 100%) - usually due to a combination of Firefox, Flash and Plugin container for Firefox taking up most of this (by the way what is the Plugin container for Firefox for and what does it do - and the consequences if I end the task?). Reported better memory management was one of the reasons for updating to Windows 10.

Under Windows 10 I am getting the same problems of 'maxing out' - but now the CPU flatlines at around 53% use on the CPU screen in Task Manager. Does this mean that it is only accessing half my RAM, and if so how can I persuade it to use the rest?
