Quiet Hours... all sounds EXCEPT phone?

Windows Phone 8.1, Lumia 640 xl

I would like to set my quiet hours so that all sounds / vibrations are muted with the EXCEPTION of the phone ringer. I can't use inner circle because a phone call could come from anywhere (I am on-call, and therefore I cant predict where a call will come from).

I know I can manually turn off the alerts for each item such as email, etc., but this is a hassle when I have to do these steps each and every night.

If not in 8.1, is there any hope for such a setting in Win 10?

If they can't get hold of you will they ring again? If so then could you tick 'Anyone breaks through if they call 2 times in 3 minutes'?

Wow. No wonder Microsoft is not making inroads in the mobile phone market. (I am the original poster by the way)
