How to make new windows to open with the English keyboard active?

I am using Windows with Ukrainian language interface. Nevertheless, I would prefer English keyboard to be active by default when a new window is opened. In Windows 8, I could easily reach this. The manual says that it is sufficient to make English the first language in the list, but this does not work.
