Why are my games so laggy?

My games on steam, are very laggy. Most won't even go over 10 fps, but it's not my gpu and cpu's fault since in windows 8 i got 60 fps on most games. Even if i put my games to low settings, it still is 10 fps. If anyone can please help, that would be nice.
