In Windows 10 for the PC, you can actually print photos right from the Photos app. So on your phone, if you have "auto-upload to Onedrive" enabled, your photos should already be available on your PC. If not, there are many other ways to get your photos on your PC... Like:

a) Use the "Share" function for the photo on your phone, and "Share" it to Onedrive
b) Email it to yourself
c) Transfer your photo(s) to your PC using your phone's USB cable

Once the photos are on your PC, you can print to your hearts content!

Also, I saw an app in the Windows Phone store that uses Google's cloud print service. There's a free trial, along with the $1.99 paid version.
