Why Windows is unable to copy data to pendrive?

I have an hp 16 GB v221w pendrive and I am using Windows 7 ultimate.Recently I found whenever I insert that pendrive Windows asks for a format though windows fails to do that.I searched online and found Partition Guru software.I have formatted the pendrive with that tool.But now I am facing another problem now windows is able to read that pendrive but unable to copy any data to it or delete any data from it.. HOW TO FIX THIS?Thanks in advance.
N.B- Partion Guru can copy,edit ,delete any data to or from that pendrive. I tried Diskpart, Regedit,diskmgmt.msc,devmgmt.msc,folder permission and owner edit
