Why doesn't Windows 10 search return results in taskbar?

I tried disabling web search in the settings, but it still can't find anything. I search "Word", nothing happens. I search calculator, which is right at the top of the "most used" list, still nothing. What gives? I was on 8.1 and had no problems at all with search.
Did something go awry in the upgrade process?
