why won't my phone cut on pass the metro pcs window

My Nokia 521won't cut on pass the metro pcs window once it powers up..I don't want to hard reset the phone and it still doesn't work. There is no damage the phone nor has it been dropped in or out of water

May I ask, what does "won't cut on pass" mean? What exactly won't the phone do?
