Why can't I change the display settings from the control panel on Windows 10?

I cannot change the display settings from control panel on windows 10

I was trying to change the display settings by going to the control panel and all I needed to do was to change the size of the texts and other things, but it seems the apply button and the option button is not working. It looks like it's off. I cannot click it. I can't apply any changes to the size of anything except in general and by going to the new all settings on windows 10. Can someone please help me solve this issue. It is almost making my PC unusable. Thanks.

Did you reboot the pc yet? the same settings can be accessed via settings > system > display.. MS wants to move away from using CP but so far I haven't noticed anything on my pc
