Windows 10 no control over background picture because of roaming?

I accessed two PC (both Windows 10) through Remote Desktop at the same time from a third one (also Windows 10). For clarity, lets call the remote PCs "RA" and "RB". I set up a background picture ("PA") and sent it to RA, and I set up another picture "PB" and sent it to RB. So, RA got PA, RB got PB. To my complete astonishment (and frustration) the background pictures kept changing, i.e. suddenly RA and RB showed PA, although only RA had received it. And once I chased down PA on RB and deleted it, it would show up shortly afterwards again. Or both showed PB, and so on until I almost got nuts. I (kind of) understand that this is somehow related to remote desktop and roaming. Still I have no clue, and certainly I don't want this crap to happen. Can anyone help, explain and if possible tell me how to stop this?
