Why can't I get programs to appear in the all apps list in Windows 10 no matter what I do?

I cannot get programs to appear in the all apps list in windiows 10 no matter what I do.

I have alot of applications that were installed before the upgrade but most of them do not appear in the all apps list. I have tried adding them several different ways. (pinning to the start menu, creating shortcuts in the start programs folder, etc. Nothing works. I have had to fight with other problems on an almost daily basis. I am starting to regret upgrading to windows 10 more and more with each passing day. Please someone give me an answer that doesn't involve creating more users because I have already tried that, running The scan utility didn't help at all either. Please give me some help I can use.

When you say applications, do you mean Windows Store apps or full Win32 programs?
