My Lumia 520 got stuck in spinning gears while updating Windows 10, what should I do?

i started my upating process
it started updating
then instalation also completed
phone restarted
then spinning gears appeared 1st cycle completed
when 2nd cycle started my stopped stopped
when i switched on my mobile again again gears are appearing and after my mobile is switched off
unable to reboot also
phone is not working and unable to do reboot

It takes a while.. be patient. If an issue occurs use the Lumia Recovery Tool to go back to 8.1 and run the upgrade again.

without ending the updating process my phone switched in middle
if again i turn on. appearing spinning gears and getting switched off
so there is no chance for me to reboot my device

If it powers down and you power it up... That is a reboot.

Try a Hard Reset.

From power off > hold Volume down > plug in AC ( you don't want the battery to die during flashing) and that will cause boot > when you see the exclamation screen (!) immediately let go of Volume Down > tap Volume Up / Volume Down / Power / Volume Down

If it does not flash and shuts down again... You will have to go to the recovery tool.

exclamation screen is not appearing when i hold volume down key and plugin my mobile
are there any other ways to make my phone work

You have to use Windows Phone Recovery Tool and revert to 8.1.
