scrolling on a surface 3 causes the mini bar to appear
I have a surface 3 with windows 10 installed. When I try to scroll on the screen using my finger or the surface pen, the cut, copy, paste, delete mini-bar consistently pops up. It makes it almost impossible to take notes on the device as the mini-bar pops up whenever i move to a new position on the page.
