If you revert back from win 10 to win 8.1 can you still get 10 for free within the year?

I have a friend who upgraded to win10 and says he's having a problem with performance and things are happening slow on his pc. he wants to revert back to 8.1.
will he still have a chance for free win10 if it's less than the year or is it a one shot deal?

I'm actually not sure. I'd venture to say it's a one time deal, but he could still probably update using the Microsoft Media Creation Tool. I'm really just replying to wait for an answer from someone more knowledgeable.
