I cant even use my phone cause its stuck on PIN screen and it keeps restarting every 7 minutes by it self. I already tried windows recovery tool but its hopeless when my phone restarts every 7minutes...

We may need more information. Have you tried leaving your phone charged for at least an hour (or make sure that your phone has at least 70% before using the Windows Phone Recovery Tool again)?
Aside from the Windows Phone Recovery Tool, if you can afford to wait for at least a week, bring your phone to a service center and have them restore your phone to factory defaults.
