Why am I unable to roll back to Windows 8.1 from Windows 10 phone on Lumia 1020?

Unable to roll back to Windows 8.1 from Windows 10 phone on Lumia 1020

I made several attempts to roll back my Lumia 1020 to Windows 8.1 from Windows 10 using the latest (updated - 2.1.2) Windows Phone Recovery Tool but I am unable to roll back. The Windows Phone recovery tool gives me the following error message "Package not available for this phone". I have installed the latest Windows 10 Build 10.0.10536.1004 on my phone. I reset my phone also from Settings->About->Reset your phone before rolling back to Windows 8.1 using the Windows Phone Recovery Tool. Can someone help me in rolling back to Windows 8.1? Thanks in advance.

How about trying to 'manually' get package and flash it with Nokia Software Updater For Retail 4.3.2?

Don't know about L1020, but on L535 removing battery for few seconds solved similar issue, then WPRT downloaded 10-20 MB recovery file and flashed WP8.1 successfully.

I had trouble rolling back until I removed pin lock code.

I had a similar issue and I picked the optio my phone is not showing up and then plugged my phone in and soft reset (volume down+powerkey) it reset then boom picked it right up and rolled back for me!

I have problem like this with my Lumia 1020,
My phone is not detected by PC through USB, so I cannot use Windows Device Recovery tool to rollback to Win8.1. Phone is running Windows Mobile 10.0.10536.1004 .

I change Cable, PC, and done Hard reset and soft reset many times.

What can I do now? any idea...

Which version of the Recovery Tool did you download? You need the Nokia version for older Lumia phones and the newer version for the newer ones. Microsoft offers both versions of the tool here.

My 1020 wasnt recignised by usb. I tried everything. Solution. I took it under warranty to repairer and within a day it had a new back with a functioning usb port! Joy!
