Remote Desktop disconnects because of 'another user'

I changed the Group Policy to allow connections without passwords (this box has no password). I am using Windows 10 Pro. I connect with RDP and I do see the desktop for a moment before it says:

Your Remote Desktop Services session ended.

Another user connected to the remote computer, so your connection was lost.

There are no other users and this happens immediately upon connect.

What am I missing?
