Can you download text suggestions or english speech language in the new 10549 build?

I haven't found anyone talking about it, so I thought I might just ask,
Ever since the first winmo10 first build adding a speech language is disabled (well, not disabled - only an empty list), and save the build before this one (10536?) the text suggestions for any language (tried 4 of those) is not available,

I have tried soft reset, hard reset, installing wp8.1 (without installing the languages before as I do not like doing upgrade on MS products), reinstalling the insider program and re-enrolling to both fast and slow ring but to no avail - I simply cannot get neither speech or text suggestions of any sort,

Does anyone have any clue what is it that I am doing wrong?

I am not sure if i understand your problem but i am on the latest WP build and i get text suggestions.
Please go to settings > Time & language > keyboard.
There you see the keyboards you have.
If you tap on a keyboard you will see a list of "functions" check if the "suggest text" box is marked.
