Why isn't my background picture showing on the startup screen?

background picture isn't showing on startup screen. I also can't change the color of tiles.

I have followed the steps under start + theme . It happened after my phone received a Glance screen update. Whether the color is light or dark on the startup screen, I don't see the background photo and unable to change the color of the tiles.
