Why won't my phone connect to my SP4?

why wont my phone connect to my SP4?

I just bought a SP4. I go to connect my Lumia ICON and it goes back and forth connecting and disconnecting. Phone has never been dropped or anything. Checked USB port on SP4 and it functions normal with other devices such as USB key and mouse. Any help greatly appreciated.

I'd try restarting both your Icon and your Surface. Then when both are booted up, open up the Phone Companion app. Then plug in the USB, and see if that solves the problem.
