how to turn off the flight mode in nokia lumia 520???

I have tried hard reset and soft reset not work.When i am trying to turn off the flight again it blinks to on mode.how to resolve the issue??. Hoping for a quick response...

What device? What changed when the problem started? I.E. put it on Insider, reverted from 10 TP to 8.1 or botched update that did not complete...
