Will the Lumia 640 offered by Best Buy in $60 work with other networks?

I want to by Lumia 640. I live outside of the US and usually I buy US devices and change the SIM card. I saw the $60 offer from Best Buy that says: "Microsoft - Microsoft Lumia 640 4G with 8GB Memory No-Contract Cell Phone - Black" (I can't add links due to the anti-spam in this site)

Is it SIM unlocked?
If not, is there an easy way to SIM unlock it?

it'll be locked to AT&T. you could get it unlocked from cellunlocker.net or any other site that deals with unlocking

Risk too great? You can get the IMEI off the box, return it unopened for refund if the unlock doesn't get approved.

OP lives outside the US. I remember a story of some guy in Africa stuck with an ATT locked something. (was jt a 520?)

Oh I missed the "live outside USA" part of the OP, considering a purchase at Best Buy made me think he was in USA.

Maybe best to see if he can pay someone in USA who would buy the phone, unlock it then ship it to him.

You can go on ebay and get an unlock code for around 5-20usd I believe. I was considering doing the same thing when i take a vacation in the states

ATT is giving unlock codes really fast now over the internet. I've unlocked 5 devices from them this year. The last couple have been done within an hour or two.

Do not insert a SIM or try to activate the phone. Take the IMEI to this site. All you need is an email address and the clean IMEI.
