I need a 'sound' reminder on a windows phone

My mother is visually impaired,so fiddling with a phone is not an option. I'm trying to set up the phone so that, each day, at 1pm and 6pm the phone will announce the time and tell her to take her pills e.g. "It is 1pm. Take your pills now".
I've tried recording an alarm tone and using the Alarm app, but the alarm needs to be shut off - "dismissed". That creates a difficulty. The object it to just announce the time and take the pills - once. That's it.

Is there a simple app available to do that?

Let CORTANA do that. If you still don't have cortana on your phone yet, set your region and speech settings to US and reboot the phone. Upon restart, you must eventually see cortana on the app list. If you already have CORTANA, you can orally command her. Long press search button and you may simply say "Remind me to drink medicine every 1pm" or anything you want her to remind you or your mother. Cortana will do the work and will remind you.
