Why can't I sign on my Microsoft Account on my HTC PM23300 Windows 8x phone?

Attempts always say" Can't connect"
"We're having a problem signing in. Make sure you have good reception. If you do, the problem may be on the other end. Wait a little while and try again."

I've been trying since October 10, 2015 and have reset my phone to factory conditions twice. The phone was working great right out of the box; store downloads, updates to the cloud, Facebook, picture backups, just as expected then 10/10/15 all that stopped.

What can I do next?

I am having the same issue with my HTC PMM23300 Windows 8 phone...

Has ANYONE resolved this issue? I have checked the time settings, and manually set them... I've reset my phone 2 times in case it was "in a bad state" -- these things do not help. I have a great wifi connection -- it still does not sign in. This phone is almost useless if I can't sign in to my Microsoft account... it is kind of why I got it.

ANY HELP?
