Why won't my Windows 10 Photos App upload photos from my Galaxy phone?

When I plug my phone into my laptop, the photos app opens, scans my phone for available photos, gives me the option to select those, but the app screen on my laptop is grayed out so I cannot click on the upload icon...actually can't click on any of the icons in the app.
