Why are my windows blinking and my mouse blinking?

My computer was working fine, until this morning when Windows decided to add some updates to Windows 10. Now, there's an hourglass next to my mouse that won't stop blinking and blinks a couple of times every second. Futhermore, all of the windows won't stop blinking either. When I right click on something the popup box completely disappears within the second I opened it. Same goes for any sort of google prediction. I've uninstalled and reinstalled Google, stopped the Google Talk plugin, followed various other troubleshooters like disabling things under chrome://flags, and have probably searched just about every option. I'm really not sure what to do now and how to get it to stop. It's a nuisance that makes working on my computer especially difficult.
