Why is my phone unresponsive

My Nokia Lumia 365 has ran out of charge I have put it on charge for the last hour however it is unresponsive, it will not charge and randomly it will vibrate as if switching on and it will stay black, I have took the battery out multiple times and tried soft resetting it, this is the second hour of it being on charge and still nothing.

How's the quality of the charger? Is the cord damaged? Is it the official charger?

Hi, the charge I first used was slightly damaged (chewed by my dog) however it had fully charged my tablet shortly before, however after half an hour of no response I changed to a Nokia charger, which not damaged, it has been on charge for hours now with a Nokia charger and no response.
