Can I restrict data while tethered via WiFi?

Hi, I'm using my Lumia 630 (great cheap phone!) with Here+ Drive next week. For data connectivity abroad (traffic info) I'd like to tether the 630 to my Android phone (Nexus 5). I'd rather not have to swap SIM cards, that'd be the easiest solution.

However, I have a sneaking suspicion that the Lumia will see the Android hotspot as just another WiFi spot and start raking in huge amounts of data.

So, is it possible to restrict ALL data usage on WP8.1, not just cellular data? Ideally all I'd want is Here Drive to pull in traffic info, that's it.

I had already found Data Sense, but it only explicitly blocks cellular data - not WiFi (so, presumably not tethered WiFi either):

"It can also help by putting off data-intensive tasks until you're connected to Wi-Fi.".

Being connected to WiFi is exactly what I'll be doing, albeit using a tethered connection. And I'm trying to reduce data when connected via WiFi.

Find that same settings in your Nexus - there should be a similar setting there - to restrict the data you will be tethering.
