Windows 10 won't load applications

Loaded windows 10 from download over windows 7 sp1. Ended ip with blank screen after it looked install was good. Task bar comes and desktop looks ok. Try and select windows explorer and the system locks up. Shutdown and upend using an alternate I'd that uses less tools and got a screen that said continuing launch and don't turn off pc. End up with blank screen but drive light flickers on and off. Been that for an hour and still going. Not sure what to do. Could not find the safe mode using f12 on restart.
