Taskbar is below my second monitor

Hi I have Windows 10 and two monitors. On the second one it's set to the correct resolution (1920x1080), yet the taskbar is weirdly halfway below the screen. I get that I can uncheck lock taskbar and pull it up, but then it's bigger than it typically is. I would take a screenshot but for some reason that shows the taskbar being in the correct spot, when visually it happens to be halfway down. Help?
