Can't connect Lumia 950 to Surface 4

[Windows Central Question]

When I connect my Lumia 950 to Surface 4 using the cable which was included to the package of the phone, it starts charging, but Surface can't see a connected device.
I'd like to copy some stuff from my phone to Surface.
