I (and the world :-) would like to be able to set the Cortana language manually

I (and the world would like to be able to set the preferred Cortana language manually and separately from the region and language settings, as many prefer English as default language while being in other regions of the world, where currently Cortana is not working (permitted).

Basically, except for the few countries where it is supported/permitted it is not available and does not work !

Please fix this, to make us all equal on the (Internet, I mean: Windows 10 Phone)
