W10 Photos app jammed while uploading album

[Windows Central Question]

I made two photo albums and hit upload to add them to one drive. During the upload the system jammed, and crashed. Now the photos app closes automatically as soon as it opens, and I cannot stop the upload. At the top of the photo app (for the few seconds it is open) there is a message that reads "Album uploading- saving"

restart phone and try again
use phone offline and try opening photos app and disabling the uploads. And then enable them when you want to upload

Alternatively, you can switch it off using the following steps.

1) Open Onedrive
2) Select the Hamburger Menu
3) Select Settings
4) Select Camera Uploads
5) Switch off camera uploads

Have tried all this and no success. It is the upload of an album that's the issue, not the auto camera upload.
