why do the apps stay pending on my lumia 640

I have a new Microsoft lumia 640 phone and I go to the store app to download a free ringtone app only to be shown that it keeps pending and wont download.

If the issue occurs with just that app, there's likely a bug in that app and would need to contact the app's developer. If it happens with all apps, you could try to restart your phone. There could be a temporary server error too.
