I had the same issue with my surface a few months ago. It's like all the apps just wouldn't work properly. The only way I managed to sort it out was to reset the machine....settings---update & security---recovery---reset this pc
You'll have three options, ranging from a simple reset that keeps your files and settings, through to a complete wipe and system restart to factory settings.
Personally I've always found a complete factory reset to be the best at sorting out issues, but it does mean having to re-download apps and start again. On the bright side, as long as you're using onedrive to back up your machine and you save all your documents, songs, files and other data in the cloud, you can just log back into your Microsoft account and pull a lot of your info back from there.
