Windows 7 Update restart your computer to install infinite loop

Whenever I try to get updates I get the following message:
"Restart you computer to install important updates" "Windows can't update important files and services while the system is using them. Save any open files and restart the computer, and then try to check for new updates."
This is constant, never ends.

It may be related to the fact that I once clicked on getting Windows 10 (later) and realized that was a bad mistake. I DO NOT WANT WINDOWS 10 right now.
